Cross-scale interactions in flood risk management: A case study from Rovaniemi, Finland

Abstract Cross-scale interactions affect resilience in a wide array of social systems such as flood risk management, but it has been argued that studies remain limited. Based on qualitative interviews, quantitative surveys, and policy document analysis, I employed the panarchy framework an analysis temporal changes cross-scale management at local regional scale Rovaniemi, Finnish Lapland. The results revealed administrative co-operation preparedness functioned well Rovaniemi recent decades few have made to it. Nevertheless, defense measures subject persistent dynamic conflict, which locked polarized phase. Among residents' approaches there preparedness, although actors emphasized communication self-preparedness years. discuss how mismatches contributed hinder sharpen conflict over measures, keep residents’ level low.
